                Presently there is FDI cap of 74% in Private Banks. There is a
                proposal to increase it to 100%.The balance of 26% may be through

                               IS MEDICAL FACILITIES IN INDIA MEANT ONLY
                               FOR RICH & POWERFUL ?

                               It is very painful to know that Two children Aman & Avinash
                               died due to private hospital's apathy in New Delhi.The child was
                               brought to the hospital in critical condition and the hospitals
                               did not even care to save the life and was allowed to go from one
                               hospital to another with the result that the child died.

                               Will this sort of things happen if the parents were politicians/
                               bureaucrats or Rich &Powerful?.It is time that the hospitals
                               become very sensitive to to the lives irrespective of their status
                               and should not look only for money.

M.S.DHONI STARTS TRAINING AS PARA TROOPER.

Helicopter shot specialist and Captain Cool M.S.Dhoni reported at the
Indian Army's 50 Para Brigade for his basic training at Agra.He will
undergo training at the Indian Air Force's Para Troopers Training
School(PTS).He will undergo the motions of  Para Jump in a large 
hall .Dhoni  wants to justify the rank of Honarary Lt.Col. rank given
to him in  Territorial Army. We will wish him all the best in his
endeavour.

EDITORIAL.

                                       RBI'S AUTONOMY SHOULD  BE RETAINED.

        The latest confusion regarding trimming Reserve Bank Of India's powers
        about  monetary policy making is not in the interest of the country.Under 
        the present system,the RBI Governor has veto power over the existing
        advisory committee of RBI members on the monetary policy for setting
        the interest rates. One wonders why the governments of the day wants 
        to clip the powers of RBI on deciding policy rates.

        Even in 2010,during the budget speech, the then Finance Minister mooted 
        the idea of creating a Financial Stability & Development Council chaired
        by himself.It was feared that this body may become a "Super Regulator"
        in the hands of the bureaucrats of the Finance Ministry.

        Reserve Bank of India,the Central bank of the country should be 
        autonomous and should be an adviser to the government on the monetary
        policy and also to set and regulate the interest rates.

EDITORIAL.

                                                   ENOUGH IS ENOUGH.
                                                   PARLIAMENT MUST START
                                                   BUSINESS AS USUAL.

          It is seven days gone and Parliament has not done any business and there
          were only disruptions instead of debate.

         We all agree, the Parliament represents the will of the people.There are many
         members of Parliament who say that the Parliament is Supreme.But the fact
         is, the people are supreme.Parliament is one of the FOUR pillars of democracy.
         One pillar cannot say that they bear the entire weight of the ceiling.Democracy
         is of the people,by the people & for the people.Parliament enacts laws,Judiciary
         interprets laws,the Executive implements the laws,and the Press represents the
         eyes and ears of the people.Each pillar of democracy should function
         independently for the welfare of the people.

         Parliament is the forum for debates,discussions & deliberations.If the opposition
         wants to draw the attention of the government on any issue, they have the right 
         to protest,walk out and also draw the attention of the Chair.This should be 
         symbolic and cannot prolong for days.Here,I quote one  incident which 
         happened in the House of Commons in UK which may be interesting.


         On 15th March,1988,during budget statement,of the Chancellor of the Exchequer
         Nigel Lawson,Labour MP Dave Nellist led a group who attempted to intervene &
         disturb the sitting,he refused to resume his seat.The Deputy Speaker 
         suspended the sitting for 10 minutes.On resuming, the budget speech 
         continued.          If Parliament does not function, it is loss for the country. 
         The Parliament did not function for the last 7 days & the country 
         lost Rs.63 crores as per some estimates.The Congress party who ruled the  
         country for more  than half a century,should set an example and should not 
        say the BJP when they  were in the opposition also  disrupted the functioning 
        of the House.Yes,what  BJP did at that time was wrong.In the present scenario, 
        the government  is  willing to debate,discuss all issues in the Parliament.The 
        opposition led by Congress should discuss all issues  in the Parliament 
        as the people are watching.
