DID INDIGO AIRLINES & GO AIR PUT THE PASSENGERS AT RISK?

DGCA ORDERS 11 AIRCRAFTS( 8 OF INDIGO & 3 OF GO AIR) WHICH
WERE OPERATING AIR BUS 320 (NEO)  AIRCRAFTS WITH 
PRATT & WHITNEY ENGINES TO BE GROUNDED.

Should Indigo Airlines which has a market share of more than 40% wait till
DGCA orders grounding of such aircrafts?.It is reported in the media that there
were 69 engine replacement incidents between May,2016, to November,2017.
Recently,it is reported that  there was failure of Two engines in the mid flight. 

Why did DGCA took so much time to ground the defective aircrafts.Are the
flying public not  entitled to know the reasons?.Both Airlines and DGCA are
responsible for passengers' safety .
